Critical Timescales

  • Deadline for clarification questions – 12 noon, 14th August 2025.
  • Deadline for submission of the tender – 12 noon, 1st September 2025.
  • Notification of award decision & commencement of standstill period – 3rd October 2025.
  • Period of framework-   9th November 2025 to 10th November 2027 with option to extend for a further 24 months.

Overview of Requirements & Lots

Framework Agreement open to all public sector and other public bodies, such as Local Authorities, Education Establishments, Police Forces, Fire and Rescue Service, NHS Bodies, registered Charities within the UK and central government departments and their agencies that wish to use it.

  • LOT 1 – Interim Recruitment – search and selection of interim recruitment (intending to award 15-20 providers).  You must be able to supply ALL skillsets in alignment with the specification document.  Roles include:
    • Social care
    • IT
    • Planning
    • Finance
    • Legal
    • Housing
    • Health & safety
    • HR
    • Procurement
    • Facilities Management

 

  • LOT 2 – Permanent Recruitment – search and selection of permanent recruitment including executive roles (intending to award 15-25 providers).  You must be able to supply ALL skillsets in alignment with the specification document.  Roles include:
    • Social care
    • IT
    • Planning
    • Finance

    • Housing
    • Health & safety
    • HR
    • Procurement
    • Facilities Management

 

  • LOT 3 – HR Marketing, Advertising and Public Notices (intending to award 5-10 providers).

Question Topics for Recruitment Lots (Lots 1 & 2)

You must complete your profile on the UK Governments Central Digital Platform (this information will be pulled through onto the tender via a share code or downloaded from the CDP and appended in line with portal requirements).

You will also be required to complete a “procurement-specific questionnaire” – PSQ via the portal (which includes questions relating to GDPR, Health & Safety, contract examples, carbon reduction and modern slavery), and then answer the 9 method statements specified below.  Questions must be answered for each lot and will be evaluated in terms of quality (performance and fitness for purpose) and deliver-ability (likelihood that all aspects of the requirement can be delivered by the bidder concerned).

  1. Framework services – how you will deliver the variety of services required across the framework nationally (500 words).
  2. Call off management – covers implementation, managing call-offs contact methods, personnel, reporting, common challenges (500 words).
  3. Candidate selection – strategy for search and selection including hard to fill roles, addressing sector-specific shortages, and customer engagement. (500 words)
  4. Due diligence – how you undertake pre-employment checks, including but not limited to IR35 (interim only), modern slavery and right to work (250 words)
  5. Framework management – how you will work with the contracting authority to implement and manage the framework including support, infrastructure, communication and management information (500 words).
  6. Complaints – processes to monitor, manage and resolve complaints including escalation and continuous improvement (250 words)
  7. Framework marketing – how you’re going to market LGRP at contract launch, throughout the term of the contract and via social media including examples (250 words).
  8. Social value 1– mechanisms you have in place to help clients deliver social value to the communities they serve and specific social value commitments (250 words).
  9. Social value 2 – list social value commitments relating to apprenticeships, training/workshops and local businesses (250 words)

Evaluation

  • Quality including social value:  60% weighting.
  • Price:  40% weighting.

Quality questions – must score a minimum of three points (acceptable response) on each question or response will be deemed as a fail.

Terms and Management Fee!

There is no option to negotiate contract terms a Framework providers will be required to pay a 1% retrospective rebate on all spend under the agreement to YPO (payable by 15th of each month for the previous month).

SERVICE 1 – FULL OUTSOURCE FOR LOTS 1 & 2 ONLY

To outsource the full bid where we complete all of the questions on your behalf and upload all of the required documentation to the portal ready for your review and submission.  Please note that we do not provide advice on where to pitch your pricing or offer legal advice.

  • Pricing for one lot – £7,500 + vat
  • Pricing for both lots – £9,950 + vat

 

SERVICE 2 – CONSULTANCY & REVIEW FOR LOTS 1 & 2 ONLY

The consultancy and review service includes:

  1. A full review of all of the documentation relating to the bid (so we know the documents inside out and will be well positioned to give advice).
  2. Initial consultancy call to review questions, agree approach to answers and timescales reviewing draft responses.
  3. Ongoing review of the “clarification” questions and answers as they are published.
  4. Unlimited telephone and email support throughout the bid period (until the submission deadline).
  5. Advice and guidance on answering the questions, and documents you need to upload to the portal as part of your bid.
  6. Review of the answers to the qualitative questions (this service includes a maximum of 2 reviews).  You must provide the questions and answers to us in MS Word format and within the specified word counts, and we will provide your reviews using track changes and the comments function.  It is then your responsibility to follow our guidance and make the amendments to your answers.  We are not responsible for rewriting your answers.
  7. Assistance with understanding the pricing evaluation and how to complete the pricing schedule (please note that we are unable to advise you on where to pitch your pricing – this is a commercial decision for your business).
  8. A full review of the portal and CDP (once you have uploaded your bid) to ensure it is complete and compliant and that all attachments have been uploaded correctly.
  • Pricing for one lot – £4,000 + vat
  • Pricing for both lots – £4,900+ vat
