
It’s a tough market out there, and whilst being on a recruitment Framework may not guarantee you business right now, these things are cyclical and its probably better to have a place on the main Frameworks in your sector (even if they are quiet at the moment) than not…
That said, making sensible “bid/no bid” decisions is important and we always urge potential clients to make well informed decisions about which Frameworks are most relevant to them so they can focus their time and money on those that will deliver the best return on investment. There are a lot of considerations for you as a business when deciding which Frameworks to bid for, so first of all read the documents and then answer these questions:
- Can we win it? Consider if you meet the criteria and can really showcase your competence and experience in alignment with the documents (which of course you will have reviewed in full!).
- Can we service it? Consider any risks that may impact your ability to service it profitably.
- Will it be profitable? Consider spend on the lots you’re bidding for, the number of suppliers to be awarded, your business development strategy to maximise value from any future award, existing/prospective clients that purchase under the Framework and
- What are the risks to not being on the Framework? Consider if failing to get onto the Framework will preclude you from doing business with current or prospective clients either now or in the future.

DUE FOR TENDER SOON (DATES NOT SPECIFIED): APUC EXECUTIVE AND SENIOR STRATEGIC SEARCH AND ASSOCIATED RECRUITMENT SERVICES
The current iteration of this Framework expires in June 2025, so we are expecting this tender to be published very soon! This framework is used in further & higher education and lots include executive, professional services international and long-term strategic partnership.
DUE FOR TENDER SOON (DATES NOT SPECIFIED): YPO LGRP (LOCAL GOVERNMENT RESOURCING PARTNERSHIP)
The current iteration of this Framework expires in November 2025, so we are expecting this tender to be published very soon! This Framework currently covers interim and permanent (across social care, IT, planning, finance, legal, housing, H&S, HR, procurement and facilities management), HR consultancy (including strategy, transformation, L&D and employment law) and HR marketing/advertising.
DUE FOR TENDER AUGUST 2025: NHS WORKFORCE SOLUTIONS RM6380
I’m being asked about this Framework almost daily at the moment and there is a lot of confusion and misleading information out there about what this Framework will cover. What we do know is that the new framework will cover the work that currently falls under the following Frameworks and that these will not be renewed as they currently stand:
- RM6333 International Permanent Recruitment
- RM6229 Permanent Recruitment
- RM6278 Staff Bank
- RM6163 Workforce Improvement Services
This means that the above Frameworks will not be extended or renewed as they currently stand. Suppliers on the above Frameworks will need to tender for this when it goes live if they want to continue supply after these expire. A quick Google search will let you understand more about what each of these Frameworks covers.
Workforce Alliance is also exploring opportunities to include further service lines in this Framework; however this is not anticipated to include temporary staffing and the current clinical and non-clinical frameworks will remain in place (confirmed in the Q&A from the Workforce Alliance webinar on 27th March 2025).
DUE FOR TENDER OCTOBER 2025: CCS SUPPLY TEACHERS & TEMPORARY STAFF (CURRENTLY RM6238 AND BECOMING RM6376)
This is likely to be either a direct renewal of the existing Framework or have a similar lotting strategy. As it sounds, this one covers national provision of supply teachers and temporary staff in education settings.
ANTICIPATED Q4 2025: ESPO STRATEGIC HR & RECRUITMENT SERVICES 3S_26
This Framework is currently undergoing preliminary market engagement and no firm timeframes for publication of the tender has been specified as yet. It is anticipated that the new Framework will commence on 7th July 2026 and run for up to 4 years, so we are expecting the tender to be published during Quarter 4 of this year.
This Framework is for to supply to schools, local authorities, police/emergency services, NHS and HSC bodies, central government and registered charities and covers temporary and permanent recruitment (and associated services such as assessment/testing services, outplacement and RPO) across a wide range of disciplines including admin, HR, blue light/emergency services, commercial, education, health & social care and IT.
DUE FOR TENDER JANUARY 2026: CCS EXECUTIVE RECRUITMENT (CURRENTLY RM6290 AND BECOMING RM6394)
This will be called Executive and Non-Executive 3. The outline business case was presented in March 2025 and has now been approved. There is another round of market engagement planned for 26th June 2025, and following this CCS aim to have the final version of the business case approved in September. This leaves a period of 3 months for “document build” during quarter 4 with the tender going live in January 2026 and contract award in August 2026.
This Framework currently covers executive search (Grade 6, SCS1, SCS2, SCS3 and SCS4) and non-executive/public appointments.
