Title:  Framework Agreement for the Provision of Temporary Seagoing Staff

Reference number:  CSHR25-474

Short description:  David MacBrayne HR (UK) Ltd has has the requirement to establish a Framework with a maximum of three suitably experienced and qualified suppliers for the provision of temporary seagoing staff.

Estimated total value excluding VAT: £5,936,535.91

Place of performance:  Scotland

Time limit for receipt of tenders or requests to participate:  2pm, 1st August 2025

Evaluation:  Quality Weighting: 30, Price Weighting: 70

Duration of the contract:  60 months.  After the initial term of 3 years there may be the option to extend by up to an additional 24 months which may be split into smaller period.

 

Economic and financial standing minimum level(s) of standards possibly required:

  • Return on Capital Employed: must be at a ratio greater than “0”
  • Acid Test (Current Ratio): Current Ratio must be greater than “1”
  • Gearing: Gearing must be a figure of less than 100%
  • Interest Coverage: Interest Coverage must be a figure of 2 or above

Also required:

  • Employer’s Liability Insurance = GBP 5 Million
  • Public Liability Insurance = GBP 5 Million
  • Professional Indemnity Insurance = GBP 5 Million

The Economic Operator should purchase any other insurance cover as necessary, taking into account the terms and conditions of this contract.

The procurement involves the establishment of a framework agreement with several operators (maximum 3)
