Overview of the HSCNI Medical & Dental Agency Workers Framework
This tender covers supply of medical and dental agency workers to cover ad hoc/short term assignments in Northern Ireland for:
- Belfast Health and Social Care Trust
- Northern Health and Social Care Trust
- South Eastern Health and Social Care Trust
- Southern Health and Social Care Trust
- Western Health and Social Care Trust
Contract duration – 24 months plus an extension period or periods together totalling up to a further 24 months.
It is envisaged that circa 200 agencies will be appointed to the framework.

Lotting Structure & Services
This tender will cover agency recruitment supply across 2 lots and tenders may be submitted for both lots:
Lot-1 – FY1, FY2, CT1, CT2, ST1, ST2, ST3, ST4, ST5, ST6, Specialty Doctors. Estimated value excluding VAT: £135,000,000 – £155,000,000
Lot-2 – Consultants, Specialists, Associate Specialists. Estimated value excluding VAT: £165,000,000 – £190,000,000
Specialities include:
- Doctors in medicine, surgery, obstetrics/gynaecology, laboratory medicines, radiology, psychiatry, anaesthetics and IC medicine, emergency medicine.
- Dentists including all dentistry sub-specialities
Qualifying Criteria
- Comply with modern slavery requirements (irrespective of turnover).
- Have and continue to have a named Responsible Officer (not applicable to dentists).
- Meet requirements for all exclusion grounds.
- Provide gender balance information for your company staff.
- Provide 3 references demonstrating that you have delivered similar services/contracts.
- You must have the following insurances: £10m employers liability, £10m public liability, £10m professional indemnity (per claim).

Technical Envelope
Quality questions account for 60% of overall marks and social value questions for 10%.
- Quality questions which must be answered for each lot (six overarching questions with a total of 15 sub questions) – 60% of the weighting (breakdown provided in table below
- Social value questions (includes 16 initiatives and a text answer) – 10% of the weighting
There are 6 questions which have wordcounts ranging from 500-1,000 each and cover pre-employment checks, managing performance & complaints, managing training, attraction/recruitment/retention and compliance with WTR. These must be adapted to meet Northern Ireland legislation, regulation and best practice.
There is also a social value question with 16 social value initiatives plus a 1,000 word text answer covering your SV delivery plan – how you will deliver your commitments, resources, activities, partnerships, and how you will monitor/report on SV outcomes throughout the contract.
Financial Envelope
Price accounts for 30% of the overall score. Pricing must be input to the pricing schedule. Agency fees must be specified in £ per hour and be between 7.5% and 15% of the maximum capped rate. When a contract term exceeds 12 weeks, a 20% reduction will apply to the agency fee.
