Description:  HPG is seeking to appoint a panel of specialist Service Providers to deliver the requirements set out in the specification.

HPG is establishing a Preferred Supplier List (PSL) to support its recruitment and resourcing requirements for permanent, fixed term, and temporary staff across a range of service areas. The PSL is intended to:

• Ensure efficient sourcing of candidates across HPG Group.
• Maintain transparency, compliance, and value for money.
• Support high-quality service delivery to hiring managers.
• Promote diversity, inclusion, and social value in all recruitment activity.

Total value (estimated):

• £1,925,000 excluding VAT
• £2,310,000 including VAT

Contract dates (estimated):

• 1 April 2026 to 31 March 2028
• Possible extension to 31 March 2031
• The contract will run for an initial period of two (2) years. At HPG's discretion, it may be extended for up to three (3) additional periods of one (1) year each, subject to satisfactory supplier performance, giving a maximum duration of five (5) years.
• Award decision date (estimated):  19 March 2026

Lot constraints:  Bidders are invited to submit bids for one or more Lots, up to a maximum of three.

 

Lot 1. Housing Services

Housing Services, Neighbourhoods and Compliance Services

• £300,000 excluding VAT
• £360,000 including VAT

 

Lot 2. Central Services

Central Services (HR, Finance, IT, Marketing, and other corporate support functions)

Lot value (estimated)

• £200,000 excluding VAT
• £240,000 including VAT

 

Lot 3. Property Maintenance and Technical Services

Property Maintenance and Technical Services (trades such as electricians, plumbers, decorators, etc.)

Lot value (estimated)

• £400,000 excluding VAT
• £480,000 including VAT

 

Lot 4. Care Services

Care Services (including nursing, residential, and domiciliary care roles)

Lot value (estimated)

• £750,000 excluding VAT
• £900,000 including VAT

 

Lot 5. Catering Services

Catering and Hospitality Services

• Quality – 60%
• Price – 40%

 

Procedure type:  Competitive flexible procedure

The tender will consist of a two-stage process, the first stage evaluates the conditions of participation, including some mandatory pass/fail requirements and three quality questions which are weighted to total 100%.

The successful suppliers who meet the threshold for the second stage will be invited to tender for a place on the Preferred Supplier List (PSL) for 1 or more of the 5 Lots. The ITT stage will be evaluated using a ratio of 60% quality and 40% price.
