Description: Orbital South Colleges is seeking to establish a multi-supplier Agency Staffing Framework for the provision of temporary, fixed-term, emergency, interim and project staffing services across curriculum delivery, SEND and learner support, professional services, estates and facilities, IT and digital services, and specialist consultancy functions. The framework will support East Surrey College, John Ruskin College and Reigate School of Art and will provide access to suitably qualified, education-sector compliant staffing agencies capable of responding to specialist, hard-to-fill, emergency and short-term staffing requirements.
Total value (estimated): £2,500,000 excluding VAT
Contract dates (estimated): 4 September 2026 to 31 August 2027
Lot 1. Curriculum Teaching, Assessors and Instructors
Description: Provision of temporary curriculum staffing, including lecturers, tutors, trainers, assessors, skills coaches, demonstrators, instructors and specialist curriculum practitioners across Orbital South Colleges. Services may be required to support post-16, adult, apprenticeship, higher education and community learning provision.

Lot 2. SEND, Inclusion and Learner Support
Description: Provision of temporary staffing services to support Special Educational Needs and Disabilities (SEND), inclusion and learner support requirements across Orbital South Colleges, including East Surrey College, John Ruskin College and Reigate School of Art. Services may include Learning Support Assistants, Specialist SEND Practitioners, EHCP Support Workers, Communication Support Workers, Study Support Assistants, Inclusion Support Staff and other learner-facing support roles required to meet individual learner needs and maintain continuity of support services.

Lot 3. Professional and Business Support Services
Description: Provision of temporary, fixed-term, interim and project staffing services to support professional and business support functions across Orbital South Colleges, including East Surrey College, John Ruskin College and Reigate School of Art. Services may include Finance, MIS, Examinations, Admissions, Procurement, HR administration, Quality, Data, Compliance and customer-facing support roles. The framework will provide access to suitably qualified agency staff capable of supporting operational resilience, business continuity, specialist projects and temporary staffing requirements.

Lot 4. Estates, Facilities and Campus Operations
Description: Provision of temporary, fixed-term and interim staffing services to support estates, facilities and campus operations across Orbital South Colleges, including East Surrey College, John Ruskin College and Reigate School of Art. Services may include caretaking, facilities management support, site services, reception, reprographics, health and safety support, cleaning supervision and other operational roles required to support the safe and effective operation of College campuses.

Lot 5. IT, Digital and Systems Support
Description: Provision of temporary, interim and specialist staffing services to support IT, digital and systems functions across Orbital South Colleges. Services may include service desk support, infrastructure support, network administration, cyber security, systems implementation, digital learning support, software and systems specialists, data analysts and other technical resources required to support College operations and projects

Lot 6. Project, Interim and Specialist Consultancy Staffing
Description: Provision of temporary, interim and specialist consultancy staffing to support strategic, operational and transformation activities across Orbital South Colleges. Services may include interim management, specialist curriculum support, finance, MIS, estates, procurement, compliance, quality improvement, project management, change management and other specialist expertise required to support time-limited projects or business-critical initiatives

Framework operation description: This is a closed multi-supplier framework established by Orbital South Colleges for the provision of agency staffing services across curriculum delivery, SEND and learner support, professional services, estates and facilities, IT and digital services, and specialist consultancy functions. Suppliers may bid for one or more lots. Appointment to the framework does not guarantee any volume of work.
Contracts (call-offs) will be awarded to framework suppliers during the framework term in accordance with the framework call-off arrangements. Supplier selection may be undertaken through direct award, ranked selection, rotation, further competition, or urgent direct placement where justified by business need, specialist capability, candidate availability, safeguarding and compliance requirements, continuity of service, location, response time, price, or other objective factors relevant to the requirement.
Pricing will be established through the tender process and will be based on the rates, margins and pricing schedules submitted by suppliers as part of their framework tender. Value for money will be assessed by considering price alongside quality, compliance assurance, service delivery, response capability, social value and operational resilience.
Where a further competition is undertaken, framework suppliers within the relevant lot may be invited to submit requirement-specific pricing and delivery proposals, with award made to the supplier offering the most advantageous solution in accordance with the framework terms.

Special Instructions: Tenderers must submit completed tender responses electronically by the tender submission deadline. All submissions must clearly reference OSC-ASF-2026-27. Responses must include all documents requested within the ITT, pricing schedules, declarations and supporting evidence. Late submissions may not be considered. Clarification questions must be submitted by the published clarification deadline.
