You might want to reconsider after the launch of the DfE Maximising Value for Pupils Programme!
I have to be honest and say that the CCS Supply Teachers Framework has not been an unmitigated success since its launch back in 2018, with only about 4-6% of school recruitment spend coming through it, but we believe this is about to change.
There has been a lot of talk over the last 6 weeks about the new CCS Supply Teachers & Education Staff framework within both schools and recruitment agencies. Mixed messages have been coming out about the DfE’s intention to mandate “compliant” frameworks, and if/how this could happen.
Well – we’ve finally got a definitive answer (and there’s only 2 weeks left to get your bid in before the submission deadline of 19th December for the CCS Framework)!
Today the DfE launched their new “Maximising Value for Pupils” Programme.
What does that have to do with recruitment agencies I hear you ask?
Basically, it means that schools will be expected to source agency staff through the framework, unless they can achieve better value for money through another route. The new framework has caps on the supplier fees (your profit, so the rates paid to teachers will not be affected), and the Government is planning to crack down on schools paying suppliers fees that exceed those caps with a view to help reduce school spend on agency staff.

The CCS framework is currently live with a submission deadline of 19th December 2025. If you do not submit a bid by this date, you will be precluded from joining the supply chain for Lot 1 until the framework opens up again which is not anticipated for 3 years!
