YOO Recruit, a wholly owned recruitment company of Wolverhampton City Council (“the Council”), is seeking a partner to provide recruitment services for its current and future clients.
YOO Recruit wishes to contract with a partner who can provide customer focussed services, with a high focus on enabling it’s primary client, the Council, to efficiently procure its workforce requirements and for the partner to play a proactive role in supporting the Council in managing its total workforce costs. The initial scope of the contract will be the provision of temporary and interim staff. Other services such as permanent recruitment may be included at the discretion of YOO Recruit subject to subsequent business case reviews during the contract term. These services may be discussed further during negotiation. Consideration may be given during the procurement process to the inclusion of additional services or options for additional services which will assist in delivering the Services. YOO Recruit wishes to establish a commercial model that incentivises and financially recognises commercial benefit delivered by the managing partner and intends to discuss this during negotiation. YOO Recruit has built up its own pool of agency staff over the last two years and successfully use this pool to fill a number of vacancies within the Council. YOO Recruit wishes for the management partner to continue to develop the pool of agency staff and to positively contribute to Wolverhampton’s social value charter which aims to create employment and training opportunities for local residents. YOO Recruit expects that the contract will be for a minimum of three years with extension options up to a total contract period of seven years. The exact contract duration will be discussed during the negotiation period and if the market proposes a longer period that demonstrates benefits to YOO Recruit, this will be considered. YOO Recruit wishes to enable all contracting authorities in the Midlands Engine to benefit from this contract and therefore is seeking to establish contracting arrangements for other customers. The public bodies may wish to procure substantially similar services to those included in the contract but without any obligation on the public sector bodies to participate. Accordingly it is the intention that the public sector bodies should be able to rely on this procurement to purchase such services from YOO Recruit without the need for any further procurement process. The form of the call off contract will be discussed during the negotiation process.
