Vendor Neutral tender for Peabody Trust – Recruitment Services
Title: Neutral Vendor Services for the provision of Temporary Agency Workers.
Short description: Peabody wishes to appoint a Neutral Vendor (NV) to provide end to end temporary recruitment services. The NV will provide all temporary agency workers via 3rd party agencies and not provide the workers themselves. The NV will manage the supply chain including 2nd tier, 3rd tier providers to fulfil the requirements of Peabody and will source the correct individuals to match Peabody’s requirements and do so in an equal and fair manner. All agencies will sign up to the same T and Cs and processes. Peabody will work with the NV only and all other tier providers will be managed by NV so Peabody has only one provider to manage.

Duration of the contract, framework agreement or dynamic purchasing system: The duration of the Contract will be 48 months. However, an exciting merger between Peabody and Family Mosaic is expected to complete in July 2017. Suppliers must recognise that the merged organisation may have different needs in service delivery, and therefore they will need to offer a degree of flexibility and tailoring. It is likely that this contract will therefore be reviewed in 24 months and may be terminated if the service requirement of the merged organisation differs significantly from the current contract.
Type of procedure: Restricted procedure
The procurement involves the establishment of a framework agreement with a single operator.
Time limit for receipt of tenders or requests to participate: 5pm, 26th June 2017.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
