The University seeks to engage with partner(s) to provide the provision of temporary agency staff and permanent staff recruitment. This is a lotted contract with provision required in the following areas:
- Administrative and Clerical Staff;
- Finance Staff;
- Human Resources Staff;
- IT Staff;
- Procurement Staff;
- Catering and Domestic Staff.
Tenders may be submitted for one or more lots.

Lot title: Lot 1 — Administrative and Clerical Staff
Short description: The University has a frequent and constant requirement for the supply of temporary administrative and clerical staff to undertake a wide range of duties across all departments at both Durham and Stockton campus. The duration of the assignments varies according to the particular circumstances of each department and the requirement may be as a result of:
— Staff sickness;
— Cover for situations vacant;
— Maternity leave;
— Seasonal increase in work load.
With over 70 separate departments, the University environment is extremely diverse and the nature of the work will be reflected in this diversity.
Lot title: Lot 2 — Finance Staff
Short description: The main role of the Finance Department is the management of the University’s financial business. The department consists of a number of teams as listed below, any one of which may have a requirement for temporary staff.
— Cash and Treasury management;
— Accounts Payable;
— Payroll and Pensions;
— Accounts receivable;
— Financial Accounting;
— Financial reporting;
— Faculty and Divisional Accountants.
Lot title: Lot 3 — Human Resources Staff
Short description: The HR Department aims to provide a professional HR management service for the University, Colleges, Schools, Departments and individual members of staff and develop human resource policies which are attractive in recruiting and developing a high quality workforce.
The HR Department: Provides advice and support to academic and service managers to carry out their staffing responsibilities in support of business needs.
— Maintains information systems for use by the University, individual Colleges and Departments to help evaluate and develop staffing strategies and policies.
— Provides advice on the application of national agreements, UK and European legislation and best HR practices to help improve employee relations and further the University’s commitment to improving equal opportunities for all its staff.
— Plans and directs training and development and career progression programmes to help staff develop their abilities and careers in the University.

Lot title: Lot 4 — IT Staff
Short description: The University’s Computing and Information Services (CIS) provides high quality services which facilitate the use of computing and information technology for teaching, learning, research and administrative activities at Durham University. The Department are currently in the process of implementing the New World Programme (NWP) of works which seeks to deliver significant changes to the IT provision across the University. Temporary staff are likely to be required to assist with delivery of this project in addition to business as usual activities.
Lot title: Lot 5 — Procurement Staff
Short description: The Procurement Service provides category management procurement to the University. This includes the development and implementation of procurement strategies which support the delivery of University’s strategic objectives, in full compliance with internal and external procedures.
The department is split into a number of teams as listed below, any one of which may require temporary staff:
— Procurement Senior Management,
— Category Teams,
— Purchasing Team,
— Insurance Team.
Lot title: Lot 6 — Catering and Domestic Staff
Short description: University Catering has over 350 team members and produces around 500 000 meals per month across the Colleges and Retail outlets. There are 16 Colleges in total; 14 in Durham and 2 at Queen’s Campus, Stockton. 10 of the Colleges offer a fully catered package to students during term, normally consisting of breakfast, lunch and dinner 7 days per week. Outside of term (Easter, Summer and Christmas), the Colleges operate commercially, providing extensive conference and banqueting facilities to clients ranging from academic conferences to weddings and regional VIP events. As well as College Catering, the department operates 7 campus café outlets and 3 commercial café outlets which are located in the Botanic Gardens, Café on the Green and in Palace Green Library. Catering plays an integral part in University life, particularly in the Colleges, where dining together helps bond the community.
Temporary staff may be required for shifts occurring between Monday-Sunday and any public holidays.
The notice involves the establishment of a framework agreement with several operators. Maximum number of participants to the framework agreement envisaged: 6
Duration of the framework agreement: 4 years
Estimated total value of purchases for the entire duration of the framework agreement: £4,118,350
