CS Resourcing has been established to provide recruitment, assessment and redeployment services to other Customer Organisations across the Civil Service. In addition to in-house capabilities for the provision of such services, CS Resourcing have identified the requirement for service providers to support their provision of Resourcing Services to other Customer Organisations where demand varies under a Managed Service arrangement, whilst also enabled for other Government Customer Organisations to make use of the Framework Agreement using an Intermediate or Self Managed Contract Management arrangement on an exceptional basis as described in the Contract Documents A list of the Public Bodies which are potential users of the Service, can be accessed using the following link https://www.gov.uk/government/organisations

- Lot 6 Career Transition Services; which are listed in the Public Contract Regulations as; Service Category 22, Personnel placement and supply services and the procurement will therefore be conducted using the regulations applicable to a Part B Service.
Lot 1, Recruitment Services The Lot 1 Recruitment Services requirement is for a minimum of three service providers to provide support for some aspects of a recruitment campaign only or to facilitate a recruitment process in its entirety where warranted on behalf of CS Resourcing and/or a Customer Organisation. The service provider may be required to utilise all of the CS Resourcing systems and procedures, including the CS Resourcing e-Recruitment system/portal. Specific aspects of the service may include, but not be exclusive to; a. formulating a ‘business brief’ for the vacancy campaign working in conjunction with the stakeholder; b. setting up ‘candidate management facilities’, which allow candidate applications to be submitted, processed and managed online; c. working with stakeholders to ensure an appropriate approach is taken to ‘candidate attraction’; d. managing the candidate response process for the ‘sifting and presentation of candidates’; e. arranging selection events to include ‘assessments and interviews’; f. leading the ‘offer, negotiation and confirmation of acceptance’ process between the customer organisation and the candidate; g. producing a ‘post campaign action’ report, which details the effectiveness of the campaign ; h. providing ‘advice and guidance’ to candidates on the use of systems and the selection process; and i. reporting ‘management information’ captured as part of the Recruitment Delivery process. The volume/frequency of the service provision will vary throughout the term of the agreement and the service provider must retain a flexible capability. For planning purposes only it is envisaged that services will be required in respect of filling between 2000 and 4000 posts from 3 – 6 campaigns per annum.
Lot 2, Assessment- Expert Advice & Research The Lot 2 Assessment- Expert Advice & Research requirement is for a minimum of three service providers to provide advice on assessment best practice across all sectors and undertake commissioned reviews where appropriate. Specific aspects of the service may include, but are not limited to a) Provision of advice for assessment best practice across all sectors including advice and guidance on industry best practice for assessments, use of assessment tools, exercises, assessment centre venues and reasonable adjustment requirements and undertake commissioned reviews where appropriate. b) The ability to benchmark research into applicant groups, gather and analyse data for research purposes in an anonymous electronic format to provide aggregated business intelligence data, including: I. campaign data; II. applicant data and diversity data; III. candidate test scores, assessment scores and interview scores and diversity data; and IV. sifter, interviewer and assessor ratings and diversity data. c) Provision of professional advice on the suitability of the following interventions as part of an assessment process: I. tests and exercises; II. adverse impact; III. item banking; IV. utility analysis; and V. reliability and predictive validity studies. d) The undertaking of commissioned reviews of materials and instruments, practices and procedures, both internally designed and commercially available, including as required, but not limited to, conducting utility analysis, adverse impact, reliability, evaluation and predictive validity studies. The volume/frequency of the Expert Advice and Research service element will vary throughout the term of the agreement for planning purposes only, it is envisaged that data from 65,000 applicants will be available per annum.
Lot 3 Assessment – Provision of Commercially Available Tests and Instruments The Lot 3 Assessment – Provision of Commercially Available Tests and Instruments requirement is for a minimum of three service providers to provide a variety of commercially available tests and instruments on an unlimited usage license basis, including but not limited to: a. verbal and numeric testing; b. situational judgement testing; c. personality instruments; and d. assessment exercises. The service providers will have the ability to facilitate candidates making use of the commercially available tests and instruments, test administration and delivery of scores/profiles (online/paper as appropriate). Where tests and instruments are provided online, the service provider will work with the system provider to ensure that these are capable of being accessed and completed by candidates via CS Resourcing’s e-recruitment system It may be possible to use an alternative system if it is established that the CS Resourcing e-Recruitment system cannot be used or a Customer Organisation prefers to make use of an alternative system, for permission to be sought from the Lead Organisation prior to an alternative system being used. The volume/frequency of the service provision will vary throughout the term of the agreement across the framework, it is envisaged that an estimated 110,000 commercially available tests and instruments may be utilised per annum.
Lot 4 Assessment – Design and Provision of Tests, Exercises & Tools The Lot 4 Assessment-Design and Provision of Tests, Exercises & Tools is for a minimum of three service providers to conduct job analysis to inform the types of assessment materials, exercises and tools that may be required. The service provider may be required to align commercially available tests and instruments to the Civil Service Competency Framework and, if necessary, provide advice as to suitability/compatibility of the tests or instrument. Where bespoke tests are required, the service provider will design Civil Service/departmental specific tests and instruments (and supporting materials including practice tests) using a variety of delivery methods as dictated by the Lead/Customer Organisation and as appropriate to the requirement, including but not limited to: a. electronic online assessments; b. paper-based assessments; c. practical assessments, including, but not limited to, i. in trays, ii. group exercises, iii. role plays. The service provider will also be responsible for the design of supporting materials including assessor/selector guidance, role player guidance; candidate guidance; rating forms/marking sheets; administration guidance; and timetables for candidates, assessors/selectors and role players. The volume/frequency of the Design and provision of tests, exercises and tools will vary throughout the term of the agreement, for planning purposes only, it is envisaged that data from 2,150 assessment centre – group exercises, briefing and interviews will be required per annum.
Lot 5 Assessment – Delivery of Assessment and Selection Events, Provision of Assessors and Role Players, Assessment Specific Training The Lot 5 Assessment- Delivery of Assessment and Selection Events, Provision of Assessors and Role Players, Assessment Specific Training requirement is for a minimum of three service providers with responsibility for; 1.Making individual contact with candidates to arrange booking for assessments, including provision of joining instructions and supporting background information. 2.making individual contact with candidates to offer alternative assessments to meet the need of candidates who have requested a reasonable adjustment (including agreeing the adjustment). 3.Providing testing for candidates, either those with reasonable adjustments or those requiring testing or re-testing, in invigilated conditions; including support for candidates in the testing environment (e.g. help logging onto computers). 4.Ensuring that those involved in the assessment and selection processes have a full understanding of the task they are performing and are fully competent (i.e. by experience and/or training) to perform that role. 5.Providing full management of selection and assessment events for individual assessments or multiple candidates to assess a range of skills using a variety of products, tools and approaches. The service provider will be responsible singularly for providing and managing assessors and selectors ensuring all assessor/selector slots are filled and that contingency plans are in place, ensuring that assessors and selectors are sourced locally where they are available. The service provider will be responsible for the provision of trained invigilators for nationwide sites for specific networked exercises (for example, invigilating on line tests or e-tray exercises). The service provider may be required to design and deliver exercise specific assessor/selector training to departmental or external assessors, including new assessors or assessors requiring refresh training, design and deliver exercise specific briefing for departmental or external role players, design and deliver event specific training/briefing for departmental or external interviewers (for example, use of structured interviews). The volume/frequency for the provision of Assessment and Selection events, assessors and role players will vary throughout the term of the agreement and the service provider must retain a flexible resource capacity. For planning purposes only, in 2012/13 a. one department held specialist assessment centres for 500 candidates b. a Professional area anticipated putting up to 450 candidates through a specialist recruitment assessment c. nearly 200 talent assessments were conducted.
Lot 6, Career Transition Services The Lot Six Career Transition Services requirement is for a minimum of three service providers to deliver, on behalf of CS Resourcing, a UK-wide, holistic support service to Civil Servants with the need for Career Transition as a result of facing redeployment or the possibility of redundancy. Services may also be required by managers of this group of Civil Servants. There may be occasions where the service provider is used by departments to support staff that are not in the above categories but are interested in a career change. The service will be potentially required by Civil Servants across all grades and working in a variety roles including, but not exclusive to, clerical, industrial, management, professional, executive and Senior Civil Servants. A wide range of Career Transition services will be required including, but not exclusive to; assistance with advising on career options, CV and Job Application writing and interview support. A variety of delivery methods will be required, including but not exclusive to, workshops; telephone help lines; e-mail; paper based products and one to one coaching. The service needs to be flexible to allow individuals to receive separate or multiple Career Transition Service types using a variety of delivery methods The volume/frequency of the service provision will vary throughout the term of the agreement and the service provider must retain a flexible capability. For planning purposes only it is envisaged that during 2013/14 1500 staff will require Career Transition services, but this may be subject to change as Government Departments develop their workforce management plans. In addition to the service delivery requirements outlined in the six lots above, the service provider will need to provide a range of back office support and contract management services to CS Resourcing including the provision of a wide range of Management Information (MI) relating to the types of service provided to Customer Organisations including detailed MI relating to the charges associated with the service provision, for charge-back purposes.
