Description of the procurement: Companies are invited to tender for a Contract for the provision of DE&S Level 1 to 5 Recruitment Support Service.
Background: DE&S has a requirement for a Recruitment Support Service Contractor who can help attract and hire the best talent in the market. The Authority needs to develop innovative and exciting recruitment experiences, supported by robust assessment processes that will ensure we hire those aligned to DE&S values in addition to technical capability. The Contractor shall share DE&S values, understand the business and work collaboratively to develop an innovative recruitment approach and help build long term capability.
Description of Work: The Authority requires a Recruitment Support Service Contractor to initially assist in the sourcing, screening, presentation and management of candidates to fulfil a proportion of the 2,000 expected vacancies at DE&S during the next 12 months that spans the entire organisation, through a number of recruitment campaigns throughout the year. DE&S would expect the Contractor to have the capability to fulfil the full annual recruitment requirement if necessary.
The Contractor shall liaise with in-house resource managers to develop a strategy for each campaign, including the provision of market data to advise targeting potential candidate sourcing routes that will supply the maximum possible number of high quality candidates per campaign. Furthermore, the Contractor shall fully understand the levels of specialist qualifications for each specified role, or industry equivalents, such that only candidates with appropriate qualifications for each level/role are put forward. The Contractor shall then actively approach and source potential candidates from a number of channels, preparing and managing candidates seamlessly through the application, sift and interview stages, and ensuring a positive candidate experience is achieved.
The Contractor shall be required to engage with the in-house resource managers and DE&S Functions well in advance of each campaign launch date to understand the campaign requirements for media and sourcing purposes, aligning and engaging with the DE&S Resourcing Team throughout the life of the programme. The Contractor shall have a network of specialist 2nd Tier partners to access niche markets to compliment activity within these markets through targeted media (including social media) channels and shall also be expected to work closely with advertising and media companies directly contracted by DE&S, as required. Management Information on the effectiveness of the media channels for each campaign shall be generated by the Contract, as it shall be for the performance of each 2nd Tier supplier.
Timescales: The Contract duration is expected to be from September 2017 until 31.3.2018. The Contract will run for an initial period of 6 months from contract award, which the Authority may wish to extend for further period or periods dependent on forecasted recruitment demand and Contractor-success and performance.
Criteria: The criteria includes, but is not limited to: Quality and efficiency of service, approach to recruiting across each DE&S Function, knowledge and experience of specialist roles, partnering-style approach with the DE&S Resourcing Team, experience and Supply Chain, and overall value for money.

Duration of the contract, framework agreement or dynamic purchasing system: 6 months. A further 3 option years are anticipated. In any event the Contract shall expire no later than 31.3.2021.
