Title:  Wandle Housing Association Framework Agreement for Recruitment Agency Services 2018-22.  Reference number: WAH/001

Short description:  Wandle supports people, across south London, who need a home.  Founded in 1967 as the Merton Family Housing Trust, it has since grown into an organisation with over 7,000 homes across 9 south London boroughs.  Wandle is a provider of homes for rent (social and affordable), shared ownership, outright sale, and supported housing.  It also has a small portfolio of commercial properties and garages.

As a developing housing association, Wandle is helping to tackle the shortage of good quality affordable housing.  Its recent development programmes have provided hundreds of new homes both for the people most in need of housing and those who would otherwise not be able to afford to own their own home.  Its existing properties are as diverse as the areas in which it operates.  Wandle wants to be a good landlord and contribute to building strong communities in the area, working through its community investment strategy.

This tender is to procure a framework agreement for recruitment agency services.

Estimated total value:  £900,000.  For the avoidance of doubt, the anticipated value of the Lot is the anticipated value of the Agency fees and does not include wages to temporary staff paid via the Agency.

Duration of the contract:  48 months

Type of procedure:  Open procedure

The procurement involves the establishment of a framework agreement with several operators.

Time limit for receipt of tenders or requests to participate:  12pm, 8th December 2017

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

 

This contract is divided into lots and tenders may be submitted for all lots:

Lot 1 – Direct Labour Organisation staff

Wandle has a Direct Labour Organisation and needs an Agency to help source carpenters, plumbers, electricians, plasterers and other trades people.

Estimated value:  £220,000.

Lot 2 – Customer and Housing Services

Wandle requires Agency services to place candidates in its customer call handling centre and Housing department.

Estimated value:  £850,000

Lot 3 – Corporate Services (Finance, Governance, Procurement, Business Improvement and Human Resources staff)

Wandle requires Agency services to place candidates in its corporate services departments.

Estimated value:  £400,000

Lot 4 – Development/New Homes. Asset Management and Facilities Management

Wandle requires recruitment Agency services to assist in engaging staff to work in New Homes, Asset Management and Facilities Management teams. These staff usually need some amount of technical proficiency.

Estimated value: £250,000

Lot 5 – IT

Wandle requires recruitment agency services to assist it to engage staff for its Information Technology team.

Estimated value:  £70,000

Lot 6 – Marketing & Communications

Wandle requires recruitment agency assistance to engage marketing and communications staff in both its New Homes and Communications teams.

Estimated value:  £40,000

Lot 7 – Senior Managers, Heads of Service and Executive Directors

Wandle requires recruitment agency services to assist in engaging senior managers, heads of services and executive directors across all departments within the housing association.

Estimated value:  £290,000
