Short description: PfH is seeking experienced organisations to provide recruitment services across 4 lots — recruitment managed service, general recruitment services, recruitment process outsourcing and talent bank technology solutions. The Framework will supply national geographical coverage to a potential 900 plus PfH members (including those with multiple sites) in England, Wales, Scotland, and Northern Ireland.

Lot 1 – Recruitment Managed Service Provider
PfH is seeking to establish a framework for recruitment services over 4 lots. Lot 1 will provide recruitment services through a managed service provider. The MSPs appointed to the framework will be required to supply a fully managed recruitment service for temporary, interim and permanent labour requirements across all disciplines and geographical regions. The range of roles required include but are not limited to:— admin and clerical roles,— care and support roles,— executive roles,— housing management roles,— professional and technical roles,— soft FM roles,— trades and labour roles. The MSPs will be required to supply candidates/workers through their own databank of potential employees or through a network of second tier suppliers.

Lot 2 – General Recruitment Services
PfH is seeking to establish a framework for recruitment services over 4 lots. Lot 2 will provide general recruitment services. The successful service providers will be required to supply a recruitment service for temporary, interim and permanent labour requirements across a comprehensive range of job families and geographical areas. Roles include but are not limited to:— admin and clerical roles,— care and support roles,— executive roles,— housing management roles,— professional and technical roles,— soft FM roles,— trades and labour roles.

Lot 3 – Recruitment Process Outsourcing
PfH is seeking to establish a framework for recruitment services over 4 lots. Lot 3 will provide recruitment process outsourcing services. The successful suppliers will provide recruitment for permanent (including fixed term) staff placements as well as additional services including but not limited to workforce planning, organisational design, job evaluation, assessment centres and testing, personality profiling, training, policy and procedures design and development, career development, talent management, compliance checks (e.g. DVLA, DBS, visa and immigration), reference checks, performance management, employment media and marketing, recruitment campaigns, etc. The successful service providers will be expected to deliver recruitment services across all job families and across a wide geographical region.

Lot 4 – Talent Bank Technology
PfH is seeking to establish a framework for recruitment services over 4 lots. Lot 4 will provide talent bank technology solutions. Successful suppliers will be required to provide talent bank technology solutions as software as a service (and other delivery solutions if applicable) to PfH members. The technology solution will enable PfH members to manage their own talent bank of temporary employees and will provide intuitive functionality for candidates and hiring managers.
