Award Criteria – Agencies/Lot
NSCNI is looking to appoint the following number of agencies for each lot:
- Lot 1 – the 5 highest scoring tenders
- Lot 2 – the 5 highest scoring tenders
- Lot 3 – the 5 highest scoring tenders
- Lot 4 – the 5 highest scoring tenders
- Lot 5 – the 10 highest scoring tenders
- Lot 6 – the 10 highest scoring tenders
Criteria
LOTS 1 & 2 – DOCTORS
To be successful in this tender, you MUST be able to provide evidence of your experience in delivering an international recruitment service specific to the lots you are bidding for including:
- The countries you have worked in and can source staff from
- The number of staff placed in a typical year broken down by grade and specialty (including specifying track record in the most recent year).
- Names and contact details for clients with whom staff were placed.
- Success rates for the appointments.
- Dropout rates between offer and placement.
- How you ensure compliance.
- Experience of the staff in your team (specifically in international recruitment)
- Scenario based question to demonstrate your capability and capacity to recruit against the following specification – requirement for 10-15 doctors per specialty across 5 specialties including detailing your process and timescales for the process (3,000 words).
- Scenario based question outlining the pastoral support you will provide (1,500 words)
- Communication strategy question (1,500 words)
Evaluation criteria – 70% Quality, 30% Price
LOTS 3 & 4 NURSING
Your company must have a turnover of at least £1 million on the most recent year.
AND
You must have placed at least 200 international nurses within the most recent year (you will be asked for evidence of this)
You must have at last one registered healthcare professional within the Account Team.
YOUR BID WILL FAIL IF YOU CANNOT DEMONSTRATE YOU MEET THESE CRITERIA
To be successful in this tender, you MUST also be able to provide evidence of your experience in delivering an international recruitment service specific to the lots you are bidding for including:
- The countries you have worked in and can source staff from
- The number of staff placed in a typical year broken down by field of practice (including specifying track record in the most recent year which must exceed 200).
- Names and contact details for clients with whom staff were placed.
- Success rates for the appointments.
- Dropout rates between offer and placement.
- How you ensure compliance.
- Experience of the staff in your team (specifically in international recruitment)
- Scenario based question to demonstrate your capability and capacity to recruit against the following specification – requirement for 200 nurses across 4 fields (120 adult nurses, 40 mental health nurses, 20 children’s nurses and 20 midwives) – 3,000 words.
- Scenario based question outlining the pastoral support you will provide (1,500 words)
- Communication strategy question (1,500 words)
Evaluation criteria – 60% Quality, 40% Price
LOTS 5 & 6 – AHP, PHARMACISTS, CLINICAL PSYCHOLOGISTS AND SOCIAL WORKERS
You must have at last one registered healthcare professional within the Account Team.
YOUR BID WILL FAIL IF YOU CANNOT DEMONSTRATE YOU MEET THIS CRITERION
To be successful in this tender, you MUST also be able to provide evidence of your experience in delivering an international recruitment service specific to the lots you are bidding for including:

- Scenario based question to demonstrate your capability and capacity to recruit against the following specification – requirement for 20 qualified health professionals including AHP, pharmacists, clinical psychologists and social workers – 3,000 words.
- Scenario based question outlining the pastoral support you will provide (1,500 words)
- Communication strategy question (1,500 words)

- The consultancy and review service which includes:
- A full review of all of the documentation relating to the bid (so we know the documents inside out and will be well positioned to give advice).
- Ongoing review of the “clarification” questions and answers as they are published.
- Unlimited telephone and email support throughout the bid period (until the submission deadline).
- Advice and guidance on answering the questions, and documents you need to upload to the portal as part of your bid.
- Review of the answers to the qualitative questions (this service includes a maximum of 2 reviews). You must provide the questions and answers to us in MS Word format, and we will provide your reviews using track changes and the comments function. It is then your responsibility to follow our guidance and make the amendments to your answers. We are not responsible for rewriting your answers.
- Assistance with understanding the pricing evaluation and how to complete the pricing schedule (please note that we are unable to advise you on where to pitch your pricing – this is a commercial decision for your business).
- A full review of the portal (once you have uploaded your bid) to ensure it is complete and compliant and that all attachments have been uploaded correctly.
