Title: Framework Agreement for Temporary Employment Agency/Agencies to Supply Temporary Staff to Stated Work Groups
Short description: Thanet District Council is seeking to select and appoint to a framework agreement 1 or more (maximum of 4) suitably qualified employment agencies for the provision of temporary staff to the council for roles specified (mainly commercial drivers and manual workers) who have the legal right to work in the United Kingdom.
Temporary workers may be required to work over the whole of the district or be based at one of the council’s operational sites, Manston Road Depot, Dane Park Depot, Ramsgate Port, Ramsgate Royal Harbour, Broadstairs Harbour or the main council offices in Margate.
The framework agreement is scheduled to commence 20.4.2020 and will be for a-3 year period with a single option to extend by a further 12 months (at the sole discretion of the Council). Contract start date 20th April 2020.

Evaluation will be as per the criteria and methodology as set out in the invitation to tender documentation, as will call-off procedures which will include direct award in ranked order of agencies appointed to the framework for specified work groups 1 and 2 and by means of mini competition of all appointed agencies for work groups 3-6.

Additional information:
Suppliers/agencies appointed to the framework agreement, will be ranked with highest scoring bidder ranked 1st, the second highest scoring bidder ranked 2nd and so on for the purpose of direct award of appointment of temporary agency staff within work groups 1 and 2 only at the rates contained within their tender submissions. Should the 1st ranking supplier/agency not be able to meet the requirement then the 2nd ranked will be asked and so on as may be required.
Sourcing of temporary agency staff falling within all other work groups will be subject to mini competition as and when required with invitations to quote being offered to all appointed suppliers to the framework agreement.
Only suppliers/agencies demonstrating that they are able to meet the full extent of staffing requirements across and as indicated within the work groups will be accepted onto the framework agreement.
