This Carbon Reduction Plan template has been written specifically for recruitment agencies, with a view to enabling them to comply with the Climate Change Act 2008 (amended 2019) which has introduced a target of at least 100% reduction in the net UK carbon account (when compared to 1990 levels) by 2050.
As a result, Central Government Departments, their Executive Agencies and Non-Departmental Public Bodies are required to ensure that suppliers to contracts with an annual value of in excess of £5 million (excluding VAT) per year are committed to achieving “Net Zero by 2050” for all procurements after 30th September 2021 (please note this is the total contract value, not the amount of spend your particular agency will get from the contract). This has led to procurement regulation PPN 06/21 which applies to all new procurements from this date including framework call-offs and Dynamic Purchasing Systems where the anticipated individual value of the call-off or DPS is £5 million or more (excluding VAT) per annum.
All new procurements that fall into this category will now be asking the following questions as part of the SQ:
- Please confirm that you have detailed your environmental management measures by completing and publishing a Carbon Reduction Plan which meets the required reporting standard. You are then required to provide a link to your most recently published Carbon Reduction Plan.
- Please confirm that your organisation is taking steps to reduce your GHG Emissions over time and is publicly committed to achieving Net Zero by 2050
- Supplier emissions declaration for the baseline year and the reporting year for scopes 1, 2 and 3 emissions.
These are pass/fail questions, and failure to complete the emissions details in the declaration and provide a copy of your most recent Carbon Reduction Plan will disqualify you from the tender.
Our Carbon Reduction Plan template does require you to measure and declare your emissions for the base year (current year if you have not done this before) and the current year, and we have included details of some specialist organisations that can help you do this.
