General Information about the Framework
This is a multi-supplier framework for recruitment of temporary and fixed term teachers and non-teaching staff for UK schools, colleges and educational establishments including nurseries, pupil referral units and children’s centres.
Roles include head teachers, senior leaders and qualified/non-qualified teachers and education support staff (including supervisors and teaching assistants for both SEN and non-SEN positions. Other roles may include invigilators, administration & clerical, IT, finance, estates & maintenance and cleaners.
- Lot 1 – Direct Provision of Supply Teachers, Education Support Staff and other temporary staffing services
- Lot 2.1 – Master Vendor of Supply Teachers, Education Support Staff and other temporary staffing services with contract values of no more than £2.499m
- Lot 2.2 – Master Vendor of Supply Teachers, Education Support Staff and other temporary staffing services with contracts of any value
- Lot 3 – Neutral Vendor for Supply Teachers, Education Support Staff and other temporary staffing services
- Lot 4 – Education Technology Platform Provision of Supply Teachers, Education Support Staff and other temporary staffing services with contract values of no more than £2.499m
You can bid for one, all or any combination of the lots, however you will only be awarded a maximum of one lot from Lot 2 (includes 2.1 and/or 2.2), Lot 3 and lot 4. You will be required to express your order of preference if you are bidding for all of these lots within the tender.
Please note – you cannot bid as a single legal entity AND as a consortium member for the same lot.
It is the CCS’s intention to restrict the number of agencies to be awarded a place on this framework as follows:
- Lot 1 – 120 suppliers to be awarded.
- Lot 2.1 – 10 suppliers to be awarded.
- Lot 2.2 – 10 suppliers to be awarded.
- Lot 3 – 3 suppliers to be awarded.
- Lot 4 – 5 suppliers to be awarded
The contract duration is for 3 years with the option to extend for a further period of 12 months.
Critical Timescales
At this stage of the bid you need to pay particular attention to the deadlines for asking clarification questions and submission:
- Deadline for submission of clarification questions – 3pm, 28th February 2022.
- Deadline for CCS to provide responses to clarification questions – 5pm, 7th March 2022.
- Deadline for submission of the bid – 3pm, 18th March 2022.
- Issue of intention to award notices – 24th June 2022.
- Framework award – 5th July 2022.
- Framework start – 28th July 2022.

Clarification Questions
Questions, clarifications and queries must be asked BEFORE 3pm on 28th February 2022. Questions asked after this deadline will not be answered. Questions must be asked through the portal as this is the only way that the CCS will communicate with bidders. Once logged into the portal, you will be able to ask clarification questions by clicking on the “Messages” tab and then clicking to “Create Message”.
Criteria
To qualify for this framework, the tender specifies that you must meet ALL of the following mandatory requirements. You MUST:
- Hold a current Cyber Essentials certification awarded by one of the government approved (IASME accredited) Cyber Essentials accreditation bodies or equivalent (ISO 27001) by no later than framework award.
- Meet financial risk criteria – CCS has provided a detailed spreadsheet (Attachment 5) to help you establish if you will meet their financial risk criteria, however an overview of the requirement is provided below:
- For Lot 1 – you must have a D&B risk score of 35 or above to pass. If your D&B risk score is below this you will need to provide additional information later in the process which will then be assessed.
- For Lot 2.1 and 4 – you must have a D&B risk score of 50 or above to pass. If your D&B risk score is below this you will need to provide additional information later in the process which will then be assessed.
- For Lot 2.2 and 3 – you will be required to complete Attachment 5a – Financial Viability Risk Assessment Tool and upload it to the portal.
- Have the following insurances in place prior to the contract start date:
- Employers Liability – £5m.
- Public Liability – £5m.
- Professional Indemnity – £1m.
- Operate opening hours from 7am-5.30pm Monday-Friday (excluding bank holidays) and provide an automated system outside these hours.
- Demonstrate that you have supplied the minimum number of days specified for each lot in Attachment 2b. This involves providing the customer name, contact details, contract start and end date (within the specified 12 month period) job titles provided and number of days supplied for each. Lot specific minimums are:
- Lot 1 – you must have supplied a minimum of 1,365 working days of Supply Teachers and/or Education Support Staff within a 12 month period within the last 3 years.
- Lot 2 (includes Lot 2.1 and 2.2) – you must have supplied a minimum of 48,750 Working Days of Supply Teachers and/or Education Support Staff within a 12 month period within the last 3 years. The total should include a minimum of 9,750 Working Days with one customer/contract.
- Lot 3 – you must have supplied a minimum of 48,750 Working Days of Supply Teachers and/or Education Support Staff within a 12 month period within the last 3 years. The total should include a minimum of 9,750 Working Days with one customer/contract.
- Lot 4 – you must demonstrate you have provided at least 1,950 Working Days of Supply Teachers and/or Education Support Staff within a 12 month period within the last 3 years.
- For Lots 1, 2.1 and 2.2 only – you must hold a valid and current certificated industry standard accreditation from one of the approved Accreditation Bodies to provide teaching staff:
- Association of Professional Staffing Companies (APSCo).
- Neuven Audit Solutions.
- Recruitment & Employment Confederation (REC).
- Standards in Recruitment (SiR).
- For clarity, you are not required to hold one of the above accreditations to bid for Lot 3 or Lot 4.
- Have in place (prior to framework commencement date) an Apprenticeship/Current Skills Process that can demonstrate your commitment to supporting, developing and maintaining apprenticeships and skills development through this framework.
Evaluation/Weightings
The weightings are as follows:
- For Lot 1 – 10% quality and 90% price
- For Lots 2.1, 2.2, 3 and 4 – 70% quality and 30% price

We are offering two service options for this tender:
OPTION 1 – TO OUTSOURCE THE FULL BID where we complete all of the questions on your behalf and upload all of the required documentation to the portal ready for your review and submission.
Full Outsource Service Fee for Lot 1 Only – £4,500 + VAT
Fees for other lots – price provided on application.
OPTION 2 – THE CONSULTANCY AND REVIEW SERVICE which includes:
- A full review of all of the documentation relating to the bid (so we know the documents inside out and will be well positioned to give advice).
- Ongoing review of the “clarification” questions and answers as they are published.
- An initial consultation call to discuss what needs to be done and what needs to be filled in.
- Unlimited telephone and email support throughout the bid period (until the submission deadline).
- Maximum of 2 reviews of your draft responses to the qualitative questions (using track changes and comments in Microsoft Word format) to maximise available scores (for Lots 2.1, 2.2, 3 and 4 only).
- A review of all documents to be uploaded to the portal to ensure they have been completed fully and correctly.
- A full review of the portal (once you have uploaded your bid) to ensure it is complete and compliant and that all attachments have been uploaded correctly.
