CCS Supply Teachers Framework General Information
Critical Timescales
- Deadline for questions – 5pm, 16th May 2018.

Clarification Questions
Questions, clarification and queries for the CCS Supply Teachers framework must be asked using the facility on the “eSourcing Suite” or portal. Try to ensure the question is specific and clear, and don’t include your company’s identity in the question as the question and corresponding answer will be published for all bidders to see.

Framework
This will be a multi-supplier framework for provision of supply teachers for all temporary and fixed term teaching and non-teaching roles in schools, colleges and other educational establishments across the UK.
Please note that winning a place on the CCS Supply Teachers framework does not guarantee you any business – it is just a “right to supply”.
Key Subcontractors
These are any organisations that in part or in full are:
- relied on to deliver any of the deliverables.
- providing facilities/services required to deliver the service.
- responsible for management, direction or control of your provision.
Instructions
Do NOT provide any attachments that have not been requested or other materials such as weblinks or marketing material.
Documents to be Completed
- Attachment 2a – Selection Questionnaire. The questions in this attachment need to be answered on the portal and include YES / NO questions and questions about your company, parent company, bidding model, exclusion grounds, confirmation of professional/trade registers, financial risk, guarantor details, modern slavery, annual reporting, insurances, cyber essentials, skills & apprentices, contract examples and declaration.
- Attachment 3a and/or 3b or 3c – Pricing schedules. Complete the relevant schedules to the lots you are bidding for and upload this/these to the portal in the commercial envelope.
- Attachment 4 – Declaration Workbook. This only needs to be completed for any consortium members who are not the lead bidder, any subcontractors and any guarantor. You will then need to upload this to the portal.
- Attachment 6 – Complete and upload this only if you are submitting a consortium bid.
- Attachment 7 – Complete and upload this only if you are using key subcontractors.
- Attachment 9 – Certificates of Past Performance. This needs to be completed for each of contract examples requested in Part 11 of the Selection Questionnaire and uploaded as an attachment on the portal. You may have more than one contract (or customer) for each example. In this case you need to complete a Certificate of Past Performance for the two largest customers for each contract example. Please note that the file name for Attachment 9 needs to be (Your Organisation Name) Certificate of Past Performance Contract Example 1 or 2 (name as relevant). This will ideally be certified by the client in each case, but can be self-certified if you explain why. You can use an electronic signature.
- Attachment 11 – Framework Agreement Population Template. Everyone needs to complete this and upload it to the portal.
- Attachment 12 – Geographical Data Spreadsheet. Complete for Lot 1 only upload to the relevant section of the portal in the technical envelope.
- Attachment 15 – Previous Supply. This needs to be completed for Lots 1 and 2 and uploaded to the relevant section of the portal.
Lots
- Lot 1 – Direct provision of supply teachers, unqualified teachers, education support staff and other temporary staffing services
- Lot 2 – Master Vendor to provide a managed service
- Lot 3 – Neutral vendor (if you bid for this lot, you cannot also be a supplier for Lot 1 or Lot 2)
You can bid for lot 1 only, lot 2 only, both lots 1 & 2 or lot 3 only.
There is no limit on the number of places for organisations bidding for lot 1. There will be a maximum of 5 organisations awarded lot 2 and 5 awarded lot 3.
Selection Questionnaire
The first stage of the bid you must pass is the selection questionnaire. Most of this is pass/fail. The rest of your bid won’t be read if you fail any of the elements in this section.
The selection stage will involve evaluation of your technical, professional and financial capabilities and involves completing the questionnaire online (qualification envelope).
Your bid MUST be compliant at this stage – non-compliant bids will be rejected.
Insurances
You must have or agree to get the following insurances:
- Employer’s Liability – £5 million
- Public Liability – £5 million
Cyber Essentials
- You must have a current and valid Cyber Essentials certificate which has been awarded by one of the Government approved Cyber Essentials accreditation bodies within the most recent 12 months.
- OR you must be working towards gaining it and be in a position to confirm you will have been awarded the Cyber Essentials certificate by the framework commencement date.
- OR you must be able to demonstrate that you meet the technical requirements prescribed by the Cyber Essentials Scheme.
Subcontractors involved in handling sensitive and personal information must also have this certification.
Other Relevant Requirements
- Only core roles (i.e. supply teachers) are mandatory so you do not have to be able to supply non-core roles to bid.
- You must provide a customer service function between 7.00am-5.30pm Monday-Friday.
- You must meet all workers face-to-face prior to start.
- You must validate 10 years’ employment history and conduct 2 years’ referencing and DBS checks for all workers.
Award Stage
This stage consists of a quality evaluation and price evaluation. Weightings for this are as follows:
- Lot 1 – Price = 100%
- Lot 2 – Quality = 50% and Price = 50%
- Lot 3 – Quality = 50% and Price = 50%
Lot 1 – Direct Supply – Criteria & Responses
You must be able to provide TWO contract examples within a fixed 12 month period at any point within the last 3 years. You must be able to demonstrate at least 1,365 working days of supply teachers across both examples (NB it has to be supply teachers, not other non-core roles). If you cannot demonstrate this volume of experience, you will not meet the minimum criteria and will be deselected.
You must answer the following questions:
- Question A1 – You must be able to provide all deliverables as set out in Framework Schedule 1: Specification (answer YES / NO)
- Question A2 – You must hold the required Industry Standard Accreditation (answer YES / NO in the drop-down menu on the portal)
- Question A3 – You must confirm compliance with the Criminal Finance Act 2017 (answer YES / NO in the drop-down menu on the portal)
- Question C1 – You must confirm that you have completed and uploaded your geographical data – Attachment 12 (answer YES / NO in the drop-down menu on the portal and ensure this is uploaded)
Lot 2 – Master Vendor – Criteria & Responses
You must be able to provide TWO contract examples which demonstrate a minimum number of 48,750 working days (equates to 250 full time teachers working 195 days per year) provided to schools, colleges and/or other education establishments (within the scope and scale of the requirements for this lot detailed in Attachment 13) within any 12 consecutive calendar months within the last 3 years.
You must answer the following questions:
- Question A1 – You must be able to provide all deliverables as set out in Framework Schedule 1: Specification (answer YES / NO)
- Question A2 – You must hold the required Industry Standard Accreditation (answer YES / NO in the drop-down menu on the portal)
- Question A3 – You must confirm compliance with the Criminal Finance Act 2017 (answer YES / NO in the drop-down menu on the portal)
- Questions B1, B2, B3, B4 (generic questions) and C2 (lot specific question – performance management) – these all have a question weighting of 20% and a maximum character count of 6,000 characters including spaces and punctuation for each question.
Lot 3 – Neutral Vendor – Criteria & Responses
You must be able to provide TWO contract examples which demonstrate a minimum number of 48,750 working days (equates to 250 full time teachers working 195 days per year) provided to schools, colleges and/or other education establishments (within the scope and scale of the requirements for this lot detailed in Attachment 13) within any 12 consecutive calendar months within the last 3 years.
You must answer the following questions:
- Question A1 – You must be able to provide all deliverables as set out in Framework Schedule 1: Specification (answer YES / NO)
- Question A2 – You must confirm that your supply chain for this lot will hold the required Industry Standard Accreditation (answer YES / NO in the drop-down menu on the portal)
- Question A3 – You must confirm compliance with the Criminal Finance Act 2017 (answer YES / NO in the drop-down menu on the portal)
- Questions B1, B2, B3, B4 (generic questions) and C3 (lot specific question – supply chain management) – these all have a question weighting of 20% and have a character count of 6,000 characters including spaces and punctuation for each question.
Brunton Bid Writing Support Packages
For Lot 1, this is an unusual tender in that there are no qualitative answers required. The Selection Questionnaire requires short text, numerical and yes/no answers and there are no method statements or detailed responses required. That said, if you’re not familiar with tendering and using portals, submitting this bid may feel daunting.
We are, of course, still offering the option to outsource the full bid, but we believe that many clients are capable of completing this themselves with some support and guidance. We have therefore created a unique “Consultancy & Review” package designed to help, which includes:
- A full review of all the CCS documentation relating to the bid (so we know the documents inside out and will be well positioned to give advice).
- Ongoing review of the “clarifications” as they are published.
- Unlimited telephone and email support throughout the bid period (until the submission deadline).
- A full review of the portal (once you have uploaded your bid) to ensure your submission is accurate and complete, and that all attachments have been filled in and uploaded correctly.
The cost for this service is a fixed fee of £1,495 + vat.
