Permanent Recruitment – Crown Commercial Service (CCS)

CCS Permanent Recruitment Tender

The Crown Commercial Service as the contracting authority wishes to establish a pan government Framework Agreement for the provision of Permanent Recruitment Services, intended for access by all UK public sector bodies including Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Devolved Administrators and Emergency Services and other bodies who are named in the OJEU contract notice. This framework aims to establish an agreement with a comprehensive range of suppliers providing national and regional coverage.

The duration of the Framework Agreement is two (2) years with an option to extend for a further two (2) periods of twelve (12) months at the Authority’s discretion.

Estimated total value:  £300 million

  • The estimated value for Lots 1-5 is £85 – £165 million
  • The estimated value for Lots 6-7 is £60 – £125 million
  • The estimated value for Lots 8 is £5 – £10 million

Type of procedure:  Open Procedure

The procurement involves the establishment of a framework agreement with several operators.  Envisaged maximum number of participants to the framework agreement: 112

Time limit for receipt of tenders or requests to participate:  3pm, 2nd May 2018

 

This contract is divided into lots and tenders may be submitted for all lots.

Lot No: 1 – General Recruitment — Administrative and Operational Roles

This Lot 1 is for core mandatory and non-mandatory services focusing around the search, sift and placement of candidates into administrative and operational roles (covering all Civil Service pay grades) for permanent appointments, fixed term appointments and inwards secondments with customers.

Award criteria

  • Quality – Weighting: 75 %
  • Price – Weighting: 25 %

 

Lot No: 2 – General Recruitment — Digital. Data and Technology (DDaT)

This Lot 2 is for core mandatory and non- mandatory services focusing around the search, sift and placement of candidates into specialist Digital, Data and Technology (DDaT) roles (covering all Civil Service pay grades), for permanent appointments, fixed term appointments and inwards secondments with customers.

  • Quality – Weighting: 80 %
  • Price – Weighting: 20 %

 

Lot No: 3 – General Recruitment — Corporate

This Lot 3 is for core mandatory and non-mandatory services focusing around the search, sift and placement of candidates into specialist Corporate roles (covering all Civil Service pay grades), for permanent appointments, fixed term appointments and inwards secondments with customers.

  • Quality – Weighting: 80 %
  • Price – Weighting: 20 %

 

Lot No:  4 – General Recruitment – Finance

This Lot 4 is for core mandatory and non-mandatory services focusing around the search, sift and placement of candidates into specialist Finance roles (covering all Civil Service pay grades) for permanent appointments, fixed term appointments and inwards secondments with customers.

  • Quality – Weighting: 80 %
  • Price – Weighting: 20 %

 

Lot No: 5 – General Recruitment – Project Delivery

This Lot 5 is for core mandatory and non- mandatory services focusing around the search, sift and placement of candidates into specialist Project Delivery roles (covering all Civil Service pay grades) for permanent appointments, fixed term appointments and inwards secondments with customers.

  • Quality – Weighting: 80 %
  • Price – Weighting: 20 %

 

Lot No: 6 – Executive Search Digital, Data and Technology (DDaT)

This Lot 6 is for the search and selection of highly qualified candidates for senior level and executives roles (Civil Service grade 6 up to SCS3 or equivalent) for permanent appointments, fixed term appointments and inwards secondments with customers.

Award criteria

  • Quality – Weighting: 90 %
  • Price – Weighting: 10 %

 

Lot No: 7 – Executive Search – Senior and Executive

This Lot 7 is for the search and selection of highly qualified candidates for senior level and executives roles (Civil Service grade 6 up to SCS3 or equivalent and Non-Executive Directors) for permanent appointments, fixed term appointments and inwards secondments with customers.

Award criteria

  • Quality – Weighting: 90 %
  • Price – Weighting: 10 %

 

Lot No: 8 – Talent Mapping

This Lot 8 is for the provision of services for the targeted identification and engagement of candidates with skills to fill both existing, newly created and future roles within an organisation and provide insights into the employment landscape such as skill shortages, geographical demographics and competitor insights.

Award criteria

  • Quality – Weighting: 90 %
  • Price – Weighting: 10 %

 

This procurement will be managed electronically via the Crown Commercial Service eSourcing Suite, BravoSolution. This will be the primary route for sharing information and communicating with bidders.

To participate bidders must first be registered on BravoSolution. If you have recently registered on this portal for another CCS procurement you can use the same account. If not, you first need to register your organisation on the portal.

To register:

  1. Go to the URL: https://crowncommercialservice.bravosolution.co.uk
  2. Select Click here to register
  3. Read and agree to the portal user agreement
  4. Complete the registration form

Once registered on the BravoSolution portal, you will be able to express your interest in this procurement. Your registered user will receive a notification email to alert them once this has been done.

Note: If you require additional users from your organisation to see the (ITT), do not repeat the above as this will create a new separate account; instead the registered user can add additional users to the existing account via Profile, User Management, Users expressing an interest.

  1. Login to the BravoSolution eSourcing Suite portal: https://crowncommercialservice.bravosolution.co.uk
  2. On the dashboard there is a quick links portlet, click on My ITTs.
  3. On the next screen click on ITTs open to all suppliers.
  4. The Permanent Recruitment ITT will be displayed.  Note: There may also be other events listed on here. Click on the Permanent Recruitment ITT name.
  5. Click on Express Interest at the top of the next screen
