Critical Timescales
Deadline for questions – 5pm, 17th April 2018.
Deadline for submission of the bid – 3pm, 2nd May 2018.
Clarification Questions
Questions, clarification and queries must be asked using the facility on the “eSourcing Suite” or portal. Try to ensure the question is specific and clear, and don’t include your company’s identity in the question as the question and corresponding answer will be published for all bidders to see.

Framework
This will be a multi-supplier framework. Please note that winning a place on the framework does not guarantee you any business – it is just a “right to supply”.
There are three service models that customers may use:
- Contingent recruitment (non-exclusive recruitment with payment on fulfilment).
- Retained search or executive search.
- Talent mapping (research service to create recruitment insights and competitive intelligence).
Key Subcontractors
These are any organisations that in part or in full are:
- Relied on to deliver any of the deliverables.
- Providing facilities/services required to deliver the service.
- Responsible for management, direction or control of your provision.
Contracting Authority Objectives
- Reducing time to hire
- Increasing fulfilment rates
- Improving reporting
- Enhancing supplier relationships
- Ensuring standardised compliance and performance standards (including compliance with the Civil Service Recruitment Principles)
- Speed, accuracy and agility
- Diversity & inclusion (particularly ethnic minorities and disabled people)

Documents to be Completed
Attachment 2a – Consortium bidders who are not the lead member, and key subcontractors and guarantors ONLY need to fill this section out. If you are not bidding as a consortium and are not using key subcontractors and don’t have a guarantor, you will not need to complete this. If this is relevant, you will need to arrange for it to be filled in by the requisite parties and then attach it to your bid in the relevant area of the portal.

- Part 3 – mandatory and discretionary exclusion grounds
- Part 4 – suitability
Attachment 3 – How to bid – this contains the selection questionnaire and the award questionnaire and is the main part of the bid. Everyone needs to complete this on the portal.
Attachment 5 – Pricing matrix. Everyone needs to complete this spreadsheet and upload it to the portal.
Attachment 6 – Complete this only if you are bidding as a consortium. This needs to be completed for every member of the consortium and uploaded to question 1.10.3 on the portal.
Attachment 7 – Complete this only if you are using key subcontractors. This needs to be completed for every key subcontractor and uploaded to question 1.12.2 on the portal.
Attachment 9 – Framework Agreement Population Template. Everyone needs to complete this and upload it to the portal.
CCS Permanent Recruitment Tender – Selection Questionnaire
The first stage of the bid you must pass is the selection questionnaire. Most of this is pass/fail. The rest of your bid won’t be read if you fail any of the elements in this section.
The selection stage will involve evaluation of your technical, professional and financial capabilities and involves completing the questionnaire online (qualification envelope).
Account Management
Designated Account Manager and Deputy Account Manager for each Customer.
Insurances
You must have or agree to get the following insurances:
- Employer’s Liability – £5 million
- Public Liability – £5 million
- Professional Indemnity – £1 million
Cyber Essentials
- You must have a current and valid Cyber Essentials certificate which has been awarded by one of the Government approved Cyber Essentials accreditation bodies within the most recent 12 months.
- OR you must be working towards gaining it and be in a position to confirm you will have been awarded the Cyber Essentials certificate by the framework commencement date.
- OR you must be able to demonstrate that you meet the technical requirements prescribed by the Cyber Essentials Scheme.
Subcontractors involved in handling sensitive and personal information must also have this certification.
Track Record, Qualifying Criteria & Examples
Lot 1 – General Recruitment – Administrative and Operational roles
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 1 job families.
- Have successfully filled at least 100 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 50 posts within the Lot 1 job families within the last 12 months.
Lot 2 – General Recruitment – Digital, Data and Technology (DDaT)
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 2 job families.
- Have successfully filled at least 50 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 3 posts within the Lot 2 job families within the last 12 months.
Lot 3 – General Recruitment – Corporate
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 3 job families.
- Have successfully filled at least 50 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 4 posts within the Lot 3 job families within the last 12 months.
Lot 4 – General Recruitment – Finance
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 4 job families.
- Demonstrate that you have successfully filled at least 50 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 4 posts within the Lot 4 job families within the last 12 months.
Lot 5 – General Recruitment – Project Delivery
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 5 job families.
- Have successfully filled at least 50 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 4 posts within the Lot 5 job families within the last 12 months.
Lot 6 – Executive Search Digital, Data and Technology
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 6 job families.
- Have successfully filled at least 2 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 1 post within the Lot 6 job families within the last 12 months.
Lot 7 – Executive Search Senior and Executive
You must:
- Have at least 2 experienced personnel with a proven track record in hiring for the Lot 7 job families.
- Have successfully filled at least 4 posts within this lot/job family within the last 12 months.
- Provide 2 contract examples where you have filled at least 2 posts within the Lot 7 job families within the last 12 months.
Lot 8 – Talent Mapping
- Have at least 2 experienced personnel with a proven track record of market intelligence/talent mapping activities for the Lot 8.
- Have successfully conducted at least 2 market intelligence / talent mapping activities within the last 12 months.
- Provide 2 contract examples months where you have delivered at least 1 market intelligence/talent mapping output within the last 12 months.
CCS Permanent Recruitment Tender – Award Stage
This stage consists of a quality evaluation and price evaluation.
Weightings for this are as follows:
- Lot 1 – quality weighting 75%, price weighting 25%
- Lot 2 – quality weighting 80%, price weighting 20%
- Lot 3 – quality weighting 80%, price weighting 20%
- Lot 4 – quality weighting 80%, price weighting 20%
- Lot 5 – quality weighting 80%, price weighting 20%
- Lot 6 – quality weighting 90%, price weighting 10%
- Lot 7 – quality weighting 90%, price weighting 10%
- Lot 8 – quality weighting 90%, price weighting 10%
Answer the quality questions as follows:
- Section A – a mandatory question which requires a yes/no answer and is a straightforward pass/fail.
- Section B – 3 generic questions for all lots (except lot 8) which are scored. These are method statements cover customer management, candidate management and supporting Government priorities. Maximum of 8,000 characters per question (in 4 boxes of 2,000 characters each) and no supporting attachments.
- Section C (lot specific question which is scored and covers candidate identification and attraction for the relevant lot). Maximum of 8,000 characters per question (in 4 boxes of 2,000 characters each) and no supporting attachments.
- Section D (information only questions).
These questions should be answered in the technical envelope.
To answer these correctly you must read all the supporting documentation, evaluation criteria, contract terms etc and ensure you meet or exceed everything that is required.
Complete the pricing matrix at Attachment 5 for the lots you are bidding for and upload this to the commercial envelope on the portal.
