The Government Procurement Service as the Contracting Authority is putting in place a national Framework Agreement for the supply of Allied Health Professionals and Health Science Services staff including some Emergency Services job profiles for use by UK public sector bodies which include NHS bodies and Local Authorities.
This Framework Agreement will provide the Contracting Bodies with a comprehensive range of Allied Health Professional (AHP) and Health Science (HSS) staff and Emergency Services workers. Details of the range of staff required have been specified in the short descriptions against each lot. Potential providers must be able to provide a comprehensive service specific to each of the lot(s) for which they apply.

Lot No: 1
Lot title: Neutral Vendor
The Service required is for the management of supply from high quality Employment Businesses and Employment Agencies of fully vetted Allied Health Professionals, Health Science Services Staff and certain Emergency Services staff for either temporary hire or direct employment or engagement by Contracting Bodies.
The awarded supplier will be responsible for the compliance of the Employment Businesses and Employment Agencies used in accordance with the terms and conditions of the Framework Agreement and in accordance with all legislative and regulatory requirements.
Awarded suppliers for this lot will not be eligible to supply Allied Health Professionals, Health Science Services Staff or Emergency Services staff registered with themselves (the Supplier), either as an Employment Business or as an Employment Agency. This arrangement is usually known in the industry as a “neutral vendor” managed service provision. The Contracting Body shall contract only with the awarded supplier and not with the Employment Businesses or Employment Agencies directly.
Bidders may apply for all or any combination of Lots. However, the nature of Lot 1 requires a supplier to be neutral in the provision of the Services, therefore, if a Bidder is successfully awarded a framework under Lot 1 they will not be eligible for award in Lot 2, Lot 3 or Lot 4. Government Procurement Service will evaluate first those Tender responses it receives for Lot 1. Government Procurement Service will award up to 2 Framework Agreements to potential providers that can supply the services under Lot 1.
Lot No: 2
Lot title: Master Vendor Managed Service
The Service required is for the supply of fully vetted Allied Health Professionals, Health Science Services Staff and certain Emergency Services staff for temporary hire or direct employment or engagement by Contracting Bodies.
Awarded Suppliers will supply Allied Health Professionals, Health Science Services Staff and Emergency Services staff registered with them as an employment business and will make up any shortfall by managing supplementary supply from other high quality employment businesses.
The awarded Supplier will be responsible for the compliance of the Employment Businesses and Agencies used in accordance with the terms and conditions of the Framework Agreement and in accordance with all legislative and regulatory requirements.
Government Procurement Service will award up to 8 Framework Agreements to potential providers that can supply the services under Lot 2.
Lot No: 3
Lot title: Allied Health Professionals
The Service is for the supply of fully vetted Allied Health Professionals and certain Emergency Services personnel for temporary hire or direct employment or engagement by Contracting Bodies.
The awarded Supplier has the option of making up any shortfall by managing supplementary supply from other high quality employment businesses.
The awarded Supplier will be responsible for the compliance of the employment businesses and agencies used in accordance with the terms and conditions of the Framework Agreement and in accordance with all legislative and regulatory requirements.
Also included within the job profiles and job sub families of this Lot are a number of roles falling within the Emergency Services job profiles.
Government Procurement Service will award up to 20 Framework Agreements to potential providers that can supply the services under Lot 3.
Lot No: 4
Lot title: Health Science Services
The Service is for the supply of fully vetted Health Science Services staff for temporary hire or direct employment or engagement by Contracting Bodies.
The awarded Supplier has the option of making up any shortfall by managing supplementary supply from other high quality employment businesses.
The awarded Supplier will be responsible for the compliance of the employment businesses and agencies used in accordance with the terms and conditions of the Framework Agreement and in accordance with all legislative and regulatory requirements.
Government Procurement Service will award up to 7 Framework Agreements to potential providers that can supply the services under Lot 4.
Contract Duration: 2 years with 2 x 1 year extensions (total 4 years)
Contract Value: Estimated at £300m – £600m over the entire duration of the contract
