Hertsmere Borough is seeking to set up a series of framework contracts for the supply of agency staff to the Council. The notice involves the setting up of a framework agreement with several operators
Maximum number of participants to the framework agreement envisaged: 5
Duration of the framework agreement: 3 years + 1 year extension
Estimated total value of purchases for the entire duration of the framework agreement: £3,600,000
Time-limit for receipt of tenders or requests to participate: 12pm, 6th January 2015
The Procurement is being undertaken in a number of Lots. Contractors may apply for one, any combination or all the Lots. The lots are:
Lot 1 – Waste Services Operatives
Generally Loaders and Drivers (including HGV) for the in house waste services operation
Estimated value excluding VAT: £1,500,000
Lot 2 – Finance Staff
Supply of Agency Staff to the Finance section, to include Revenues and Benefits staff
Estimated value excluding VAT: £600,000
Lot 3 – Legal Agency staff
Supply of Agency Staff to the Legal section
Estimated value excluding VAT: £300,000
Lot 4 – Planning Staff
Supply of Planning and Development Control Staff
Estimated value excluding VAT: 450,000
Lot 5 – Engineering Agency Staff
Supply of Engineering Staff, mainly to the in house drainage section
Estimated value excluding VAT: £300,000
Lot 6 – General Professional and Technical Staff
All other professional and technical staff required by the Council
Estimated value excluding VAT: 150,000
Lot 7 – Administration
General Administrative and support staff
Estimated value excluding VAT: £300,000
Between 3 and 5 Contractors will be selected for each Lot. These Contractors will compete for each assignment on a mini competition basis.
The Council will be holding a bidder open day between 10.00 am and 1.00pm on Monday 15th December 2014. This will give bidders the opportunity to meet with Council Officers to understand the Council’s requirements. The Open Day will take place at the Civic Offices in Borehamwood.
