Title attributed to the contract by the contracting authority: Framework for the Provision of Agency Workers
Short description: Supply services of personnel including temporary staff. Stevenage Borough Council is looking to appoint a maximum of three suppliers to 12 different lots forming a framework to provide agency workers for the Council. The contract will run for 4 years starting on 01/06/15 and ending on 31/05/19. Tenders should be submitted for one or more lots.
Stevenage Borough Council is inviting suppliers to tender for the provision of agency staff within a specific workforce discipline. The contract will be structured as a framework separated into lots for each area of the workforce. The proposed lots are as follows:
1)Customer Service (For example Face to Face customer service advisors and telephone based customer service advisors)
2) Environmental Services (For example Refuse and Recycling Operatives, Grounds Maintenance Operatives and Street Cleaners)
3) Housing and Property Service (For example Carpenters and Plumbers)
4) Financial Services (For example Accountants)
5) Human Resources (For example HRBP’s)
6) Administration (All Administration type roles including PAs)
7) Technology (All IT based roles)
8) Project and Change Management (All project and change management roles)
9) Housing Management (For example tenancy advisors or lettings advisors)
10) Interim Management (All interim management roles above £50k)
11) Legal Services (For example solicitors/paralegals)
12) Property Services (For example surveyors, planners and engineers). It is envisaged that 3 suppliers will be appointed to each lot.
For organisations wishing to be considered for the Environmental Services, Administration and Customer Service lots, suppliers should be aware that there will be a requirement for candidates to be supplied on the same day that a request for resource is issued due to the nature of the work undertaken.
Duration of the framework agreement: 4 years
Estimated total value of purchases for the entire duration of the framework agreement: £6,000,000 – £7,000,000
Time-limit for receipt of tenders or requests to participate: 12pm, 1st December 2014

Step 3. Uploading your completed PQQOnce you have completed your PQQ for this tender exercise you must ‘upload’ your completed response into the tender box (Access Code: S396J5E855). Please make sure you have submitted your completed PQQ to the correct Access Code and give yourself sufficient time to carry out the upload. The Councils will not be held accountable for any errors made in submitting your completed PQQ.
